If you are targeting the Irish market, a .ie domain is a must. Whereas if you are targeting the worldwide market then a .com is the one you should choose. For England a .co.uk. Also try and use relevant keywords in your domain, for instance if you are an electrician, it would be the practical approach to include the word "electric" or some variation of it into the domain name for the purposes of Google search engines.
The same applies for hosting, if your target market is Irish please choose an Irish based hosting. If you are targeting the US market, you should choose an American based hosting.
